closest thing would probably be catnip! its not native to the states, so any catnip growing wild would be in the twolegplace most likely ^^ as for the effects, when ingested it can really mellow cats out and would give somewhat the effect you're lookin for
as long as its done respectfully, addictions to herbs are fine as well. // @ forest:
