FanClan question

So I know fanclans aren't a thing anymore, but since you can still make threads in the twolegplace/outskirts, can people make fanclans there? Just like groups of cats that aren't really clans that require a form and stuff?

you can make a fanclan in the "alternative warriors" section off the side, under the allegiances. but about the group of acts in outskirts, i dont know.
