I believe you may have misunderstood a tiiiny bit but let me clarify! (: Any and all cats, both StarClan and the Dark Forest, are allowed to walk in on reincarnations / resurrections, so long as they have at least 10 public roleplay posts after death. These cats can give their approval but it won't count because they aren't Wardens, but they're definitely allowed to pretend and just overall be a nuisance LOL like our beloved Bogtumble. Aaand lastly, just to avoid chaos we've decided to put a cap on how many non-Wardens can enter the roleplays, so that's two right now. Hopefully that all makes sense.
