Hello, I'm new to WCO, and I wasn't sure if I could make a Starclan cat or not. Is there a place I can submit it? Or is that not needed and I could roleplay it immediately?

Hey! StarClan is its own seperate place found here
Since it is a place where cats go when they die, there is no true leader or high ranks - the only hrs are cats who were hrs when they passed. That being said, you can make your own StarClan cat if you wish, and there is no place to submit it. Simply make the cat and start rping it !!!
