Why are PMs also moderated?

I get the fact that WCO is a PG website and that public messages are moderated, but why do private messages have to be moderated too?

I'm just curious to hear reasons, so if anyone has an answer to my question, please reply.

We don't want to risk legal issues because we have users using our site to send other users inappropriate content, nor do we want the site to be shut down by the host because members are violating the TOS. Our host has access to all the site's files and if they were to come across sexual messages, for example, we'd lose their service.

We also like to keep an eye out for bullying claims, specifically, so we can contact users and try to address the issue, although it's usually hard to when users don't provide evidence they're being bullied by 'x' individual.

We don't read or search your messages. We use a filter to find offending messages, and that shows us only the messages that likely contain pornographic content.
