Who chooses people to have their main Roleplay cats be a Highrank? Do the staff pick or do the ones who are Highranks pick? I never knew the answer to this question.

It's situation dependent.

Leaders and medicine cats generally choose their deputies and apprentices, but those need to be approved by staff to ensure they qualify.

If there's both no leader and deputy, for example, the staff would choose the leader, and the leader would be free to choose their own deputy, though again, that selection goes through staff. The same applies to a situation with both no medicine cat / apprentice.
