Ooh that's a nice idea! I feel like it would be limiting to have the 4 council members *have* to be mates with each other (though it's possible if we wanted to) Maybe one of the original members was already pregnant with kits or something?
(also litters usually have more than one kit, so I'm not sure how we would choose)
