we considered adding it, but if you compare the activity of starclan and the place of no stars with the rest of the clans and outsiders, it didn't make a whole lot of sense to have an area dedicated to primarily unused or inactive characters.

additionally, our allegiances is based more off the books -- where they have a list of living factions (the clans and occasionally outsiders) and leave out the dead.
