Unless they are a former outsider i.e. the character is born in the clan then jump right in. If they aren't born in that clan apply to join in the ceremony requests thread.

I would suggest making sure your characters are adhering to the Joining rules set by the leaders and reach out to the leaders for further instruction. I wouldn't post in the ceremonies for joining without talking to them first.
