Yeah, he's young but, (STORY TIME!) Say he got elected at 13 moons by the past leader, and then 2 weeks after the ceremony, the leader was killed. Alot of cats argued that he was too young, but he was the only one that had expierinced the feel of leadership in the past moons, so after much debate, he was granted his 9 lives.
